“Estamos muy orgullosos de realizar la primera operación de “Transbordo ístmico”, en el mundo durante la crisis sanitaria producida por el Coronavirus (COVID-19) la cual consiste en que unos noventa y un (91) tripulantes, de alrededor de veinticinco (25) nacionalidades que se encontraban abordo del Crucero Carnival Miracle en el sector Pacifico fueron transportados en los propios tenders de la compañía naviera hasta la marina de Flamenco, en Amador, para luego ser trasladados en autobuses hacia la terminal de Colón 2000, en el sector del Atlántico facilitándoles el abordaje al Crucero Carnival Glory con destino hacia la Isla de Curazao para poder ser repatriados a sus países de origen”, indicó el Ministro de Asuntos Marítimos, Arq. Noriel Araúz.
Estas declaraciones fueron emitidas durante la inspección realizada por el Ministro Araúz a la operación de transbordo, en donde añadió que estos tripulantes se encuentran sanos y que desde su ingreso a nuestras aguas, a inicio del pasado mes de mayo, han sido monitoreados de forma diaria por los médicos que se encuentran abordo, supervisados por el MINSA, en coordinación con la Autoridad Marítima de Panamá (AMP) y el Servicio Nacional de Migración (SNM), en cumplimiento con estrictos protocolos de bioseguridad, sin poner en riesgo la integridad sanitaria del país.
Les estamos brindando una respuesta humanitaria y efectiva a gente de mar de veinticinco (25) naciones, entre las que se encuentran: Filipinas, India, Indonesia, Myanmar, Nicaragua, Haití, quienes arribaron a nuestras aguas jurisdiccionales en las naves: Carnival Miracle, Carnival Inspiration y Carnival Imagination, Cruceros de la Compañía Carnival, provenientes de la costa oeste de los Estados Unidos. La compañía previamente había realizado transferencias de buque a buque de tripulantes, agrupándolos por nacionalidades, para llevar a cabo las repatriaciones.
Esta operación es posible, gracias a que nuestra posición geográfica posee características únicas y a las ventajas que ofrecemos como Hub Logístico, así como a las industrias marítimas auxiliares, sector que está siendo potenciado al captar nuevos ingresos provenientes de brindarles servicios esenciales a estas naves que se encuentran fondeadas en aguas nacionales.
“Los nuevos nichos de negocio le están brindando excelentes resultados a la AMP, ya que al analizar las cifras de ingresos al primer cuatrimestre del 2020 nos indican que hemos alcanzado un crecimiento de 3% encima de lo presupuestado, también se evidencia un incremento financiero del 4% sobre el mismo periodo del año 2019, lo cual es una muestra muy positiva del trabajo que se está realizado, estamos aportando al fisco nacional lo que se transforma en beneficios para toda la nación”, concluyó el Ministro Araúz.
Desde el inicio de la pandemia hasta el momento, la AMP mediante el uso de protocolos de embarque y desembarque, ha podido contribuir a que casi 4 mil personas (pasajeros y tripulantes) de diversas naciones y de diferentes tipos de buques, puedan retornar seguros a sus hogares, además que gente de mar panameña acceda a oportunidades laborales.

DURING THE HEALTH CRISIS OF COVID-19 MOVING CREWS FROM THE PACIFIC TO THE ATLANTIC

These statements were issued during the inspection carried out by Minister Araúz to the transshipment operation, where he added that these crew members are healthy and that since they entered our waters, at the beginning of last May, they have been monitored on a daily basis by the doctors on board, supervised by MINSA, in coordination with the Panama Maritime Authority (AMP) and the National Migration Service (SNM), in compliance with strict biosecurity protocols, without jeopardizing the sanitary integrity of the country.
We are providing a humanitarian and effective response to seafarers from twenty-five (25) nations, among which are: the Philippines, India, Indonesia, Myanmar, Nicaragua, Haiti, who arrived in our jurisdictional waters in the ships: Carnival Miracle, Carnival Inspiration and Carnival Imagination,which are Cruises of the Carnival Company, coming from the west coast of the United States. The company had previously made ship-to-ship transfers of crew members, grouping them by nationality, to carry out the repatriations.
This operation is possible, thanks to the fact that our geographical position has unique characteristics and the advantages that we offer as a Logistics Hub, as well as to the auxiliary maritime industries, a sector that is being boosted by capturing new revenues from providing essential services to these ships that are anchored in national waters.
“The new business niches are providing excellent results to the AMP, since when analyzing the income figures for the first four months of 2020, they indicate that we have reached a growth of 3% above what was budgeted, there is also evidence of a financial increase in 4% over the same period for the year 2019, which is a very positive sample of the work that has been done, we are contributing to the national treasury which is transformed into benefits for the entire nation, “concluded Minister Araúz.
Since the start of the pandemic up to now, the AMP, through the use of embarkation and disembarkation protocols, has been able to contribute so that almost 4,000 people (passengers and crew) from various nations and from different types of ships can safely return to their homes, in addition to Panamanian seafarers accessing job opportunities.
